Watched the highlights of the Glos v Bath game - one wearing red and white hoops, the other blue, black and white hoops. Can someone explain the ‘predominantly one colour’ shirt directive (if that is the right word)?

Not a rule, just "highly desirable".

Prem Regulations 6.1 (a) No later than 10 February 2018 each Club shall give to PRL details in writing for Season 2018-2019 of its first and second choice colours in relation to jerseys, shorts and socks and the first and second choice must be of distinctly different colours. For the avoidance of doubt it is considered highly desirable that the first choice kit (jerseys, shorts and socks) is predominantly one colour with the second kit a total contrast.

Its been like that or similar for many seasons as we contravened the "distinctly" bit before when we were in the prem.

except it did happen a few times
worst was the matchwinner dark blue hoops with diagonal white stripes in it against their b/b/w hoops
wasn't that bad as it was dry, but looked v hard in the photo's after

they were ahead of the curve on changing kits - seemed to have a new one every year whilst we had the same one for ages & then changed once every two

think we only wore all white on one occasion with a special kit that was raffled off

Ah right can't remember that Elegia -bizarre!. I missed most derbies between 1984 and 1997 due to playing mind

So do we comply with a first kit of navy blue at the top, and fading to red at the bottom and a second kit of all black.
Seems to me that black is too close to navy?
