Just looked at McGuigans profile and seen that hes only played 7s for Scotland, not 15s. As hes never played 15s for Scotland, along the lines of Steffon Armitage being qualified to play 7s for France, could McGuigan qualify to play for England 15s on residency?

No. He's Scotland, via playing 7s.

The anomaly the other way round arose with the Rio Olympics, including 7s for the first time, which potentially allowed players to represent a (new) country in an Olympic sport. From memory, World Rugby put a close eye on what went on there to make sure it wasn't abused.

It depends on which Scotland side is their nominated "A" side. If it is the 7's then he's bound to Scotland.

Poynton is spot on, but regardless he's played for Scotland A anwyay so is tied down to Scotland via that appearance.

What I've just learned is that Jono Ross has an English granny, which means we've been hovering around 14 eqp players each game which will likely be increased during challenge cup to bring us closer to the necessary 15 averaged. So more outings for John, Seymour, Pearce and Charnley then.

By my calculations our EQP stands at:
Wasps game: 14,
Falcons 16/15 (not sure where WGJ stands, he's qualified on residency but don't know if any of his Wales u20s caps count, as they have to be against another designated 2nd side),
Irish 15,
Sarries 15,
Glaws 14

Average: 14.8 (or 14.6)

One, or both, Currys being injured will likely take the average down a bit, same with a possible non-EQP injury joker in the centres, and JOC returning to fitness.
However, if the magic number is 15, we're pretty close ATM and rotating Nott, Charnley/Odogwu, WGJ(?), Pearce in for Evans, McGuigan, Taurus/Aulika and Strauss, respectively, will get the numbers up.
