Their first priority must be to change the perennial damage to the Northern Hemisphere clubs by playing the RWC in september and October.
When the hosts are in the Northern Hemisphere the tournament should be played in May & June and when in the South September 7 October.
In the UK clubs should be encouraged to develop English qualified players, the REFU's compensation to clubs should be directed to the clubs as the RFU intended, this should be changed gradually over a 4 year period.
There must be some freeing up within the salary cap to enable clubs to spend some or all of there RFU England player compensation on replacement players.
Clubs should focus on becoming sustainable business.
Academies are an important tool for developing quality players for to future, RFU funding is important, however some clubs may elect not to run an academy which is fine.
