So presuming this is just to cite a player and not the TMO-send-off-later idea, just how is it any different to what happens now? Ref sees a red card incident: He sends player off. Ref doesn't see red card incident: It's dealt with afterwards.

As I understand it, the person reviewing the game (citing officer) can look at anything and everything already so how's this change anything?
Apart from letting refs bottle out of giving yellow or red cards during a game!!
