The real answer is that they are desperate for money and can gain cash from any international games. A bit like the RFU except they are v wealthy.
I have no issues with not releasing players in line with contracts

Alleged to be actively disliked by Ackermann on a personal level, fishing for a move or a WRU contract. Graveyard of a career.
