I'd like clarification on that point as well B2U - Stu's answer might open up a whole new can of worms - I'm keeping my fingers crossed that he sticks to the "Mylene" option - but you never know.

Brown's government by a long, long way. We'll hgave forgotten all about all this in six months and we'll be challenging hard in all competitions in the new season, mark my words. I'd be surprised to see another Labour government in my lifetime - and I'm only 41.

GB is in far more trouble, almost certainly will lose the next election, whenever he chooses to call that, unless DC does something monumentally stupid, thought it's difficult to see what that could be.

I would expect to see another Labour government in my life expectancy. People said similar things about the Tories, to be honest their situation in '97 feel remarkably like labour's position now. The only way I can see Labour not getting in, eventually, is if the Lib Dems grow some. At least I hope that is the only way, because one party being in power for too long, as the last two governments have admirably demonstrated, is a really bad thing.

I quite like the American constitutional posistion of limiting the President to 2 terms - stops them feeling too bedded in and cocky. Just not sure how it would work here as we do not have an elected head of state. The PM is an MP and they do not limit the number of terms Senators and Congressmen can serve.

Also like the elected second chamber with 6 year terms, elected one third every 2 years. Just don't bring in 2 year terms for MPs like the US Congress - they spend far too much time gearing up for the next election campaign. (But it would limit the amount of time they have to rack up expenses!)

I don't think it would work, as you say it's the president that changes every two terms not always the infrastructure behind that. It is more likely to lead to puppet heads of state.

I'm not sure making it explicit is required either, in both the last two cases the government has hung around a few years too long, but there seems to be a natural and healthy oscillation in place.

In the US a new Chief Executive tends to bring in a new set of advisers to the executive branch. But agree that it would be very difficult to bring in anything similar here - the time for root and branch constitutional reform has ling gone in the world - probably by 150 years! You need to be forming a new nation to be able to do that not starting from a very complex position with 1000 years of history behind it. Can't see us coming up with a new constitution in this day and age - the turkeys just won't vote for Christmas that way.
