Interesting that World Rugby were minded to order a replay but are now looking more widely at the whole competition, given the complaints about player eligibility.

Disciplinary panel has sanctioned Romania, Belgium and Spain with points deductions so that none have them have qualified for the World Cup.

Russia are now the last automatic qualifiers from Europe, with Germany and Portugal in a play off to play off against a team from the Oceania group.

And Romania have already appealed. It would appear as though one of the sanctions for Spain was for fielding an eligible player as he had played for France u21s. Forgive me if im wrong but haven't pretty much all tier 1 nations done this?

ON one scenario Germany might get to the finals - does this represent a widening of the game in Europe or the likely thrashing of the germans by the tier one teams if they make it that far.Or both?

Not quite WS. Teams have to nominate their second team for eligibility purpose, can be U20s or Scotland A, England Saxons, etc. To complicate things a lot of teams change these on an annual basis.

A player becomes tied to that nation when he plays a competitve match against another nation with the same second team classifcation. I.e. a french U20 player would only be 'captured' if he played against Georgia U20, Italy U20 or South Africa U20 at present. All other Tier 1 nations have nominated 'A teams' in effect.

I see we have decided to skip the broadening of eligible teams by, say, funding more countries effectively. Instead we just kick some out to let others in! Much simpler!

And MSR - I didn't know that was how the "secondary capturing" worked. Then made further complicated because isn't there are Tier shifting system?
