I don't think its only about money gents- it's about preparation and planning for the future too. Most teams won't learn much playing weak teams so the Six Nations unions will invariably try to improve their own standard by playing the best teams. You'd imagine that the islander's reputation of big late hits never helped their cause either
To be honest, I watched the Scotland Samoa game and it was a cracker. With more teams playing them, it would undoubtedly help world rugby, and the world cup. Samoa were very close beating South Africa in the world cup for example. There could also be a view that the establishment are intentionally holding them down.
Im personally of the view that games against them should be mandatory for everyone. But then, that would make too much sense.
