What is the purpose of not allowing a penalty to be kicked direct into touch without a tap at HT? Surely this is just adding an unnecessary complication

Is it really that much of an issue? I wouldn't have thought so.

It seems to be to be just a side effect of a sensible change.

Yes, good change but as the side who's got the penalty, they should be able to kick it out and then elect whether to take the throw or not.

Having to tap before kicking for touch diminishes the value of the penalty, in my view!

I presume they tap it to make sure the clock goes dead and ends the half when they kick it out. It would make more sense just to allow them to decline the lineout but the overall rule change is a very good one.
