A couple of factors that may have played into the decision:

1. SA Rugby needs a boost to ensure it doesn't slip back. Since the '95 RWC, the club game hasn't been a great success in Super Rugby (and now they've effectively had to farm two teams out to Europe for competition as they're not financially stable enough in Super Rugby to support them there

2. France had it as recently as '07. While they have the infrastructure, it would be a bit soon to take the tournament back there, especially if they want to keep some expansion of the game in a global market.

3. Ireland, whilst it has a thriving scene and is easy for a lot of the teams & supporters to get to, had some questions in infrastructure (could they support the number of fans expected in accommodation? What about Public Transport between host cities?). Also (and I'm not being political about this) Brexit will have had an effect. This was to have been an "All Ireland" tournament. At the moment, so much is up in the air about the NI/RoI border. No-one knows for certain how easy it will be later on in the tournament when teams & supporters will be moving around for QFs/SFs etc to get across the border, especially for those who are coming from non-EU countries such as Uruguay, Argentina, Georgia, etc. Nothing could be guaranteed and it could descend into a vast quagmire. Sadly, I think that this may have scuppered Ireland's bid.

I think it’s a great shame the Irish haven’t got it. That would have been such a party. As the only one of the three not to have hosted before, shouldn’t the Irish have had a head start?

Having said that, will probably be cheaper to travel to sa than it would be to go to ireland.

And therein lies the problem I think (I am biased obviously) but I think if you look at comments and where Ireland ended up score wise they were below France as well.

Get the impression their plan wasn't as well thought out, some of the logistical issues that had previously been raised weren't addressed,
Probably laid on the" We are the forgotten NH rugby nation who punches above our weight, its our turn.... fiddly diddly dee, and look here's Brian O'Driscoll dressed as a sad leprechaun..." a bit too heavily


Though am sure if Nelson Mandela was still around we probably would rolled him out for some emotive videos as well...

Assume the Irish bid was mainly "We're the best fans in the world, what's the craic, drop of the black stuff, Thomond Park, everyone loves us, blah, blah". Until we lose when we're actually not the nicest bunch of fans at all

Imagine what a hotel night in Dublin would have cost. Every Tom Dick and Padraig would have opened their doors for 750 yozzas per guest.

4 or 5 decent-sized stadia unless they use GA grounds - if they are allowed? Unless they planned to share with Scotland and Wales? But they do deserve a go.

Plenty of time to build some hotels - ask Putin how that works...
