A defensive way of saying "we don't know yet", Which after 5 weeks is probably a considered reply, but if (rule changes confirmed as cause of increase in injuries) confirmed, may end up seriously affecting clubs' seasons. Repercussions?

With regard to Concussions why aren't scrum caps compulsory for all players, in a similar way that shin pads are compulsory in Soccer.

Because they don't necessarily help with concussion, I believe. It's the rattling of the brain around int he skull rather than the actual impact with shinpads.

Because they don't prevent concussion in any way and if anything might cause players to be more reckless. In nfl there's a multi billion dollar lawsuit concerning concussion, and they wear helmets. Scrum caps prevent cauliflower ears and that's about it
