Billy Millard to become Quins General Manager

AUSTRALIAN WILL WORK WITH HEAD OF RUGBY PAUL GUSTARD AND WILL BE RESPONSIBLE FOR ALL OFF-FIELD RUGBY OPERATIONS.

Harlequins is pleased to announce the appointment of Billy Millard as General Manager (Rugby).

Millard will work with Head of Rugby Paul Gustard and will be responsible for all aspects of off-field rugby operations at the Club including strength and conditioning, medical, data analysis, psychology, sports science, recruitment, Academy and womenís team, player welfare, budgeting and operations.

The Australian (48) brings extensive experience to the Club having worked as General Manager with USA Rugby and Cardiff Blues and from his senior coaching roles at elite level with the Australian Sevens, The University of Sydney, Melbourne Rebels, Connacht and Cardiff.

Commenting on his appointment Millard said: ďIt is a privilege to be joining a club with such a strong pedigree. Harlequins is a prestigious brand on and off the field which Iím looking forward to contributing to.

ďIím committed to delivering a high-performance environment for the players that translates into sustained on-field success. I am here to win and I look forward to helping make that happen.Ē

Harlequinsí Chief Executive David Ellis said: ďBilly Millard arrives at Harlequins with a wealth of knowledge as a General Manager from his time at USA Rugby and Cardiff Blues. He impressed with his character and attitude and is the right guy to set us on the path to delivering the biggest prizes at Harlequins.

ďBilly will work closely with our Head of Rugby Paul Gustard to produce an environment that breeds success and he is joining at an exciting moment for the Club. We believe our new management team will take a big step to helping us achieve our mission of taking Harlequins back to the top of English and European rugby.Ē

Harlequins has divided the role of Director of Rugby in two with the Head of Rugby focusing on the senior squad and the General Manager taking responsibility for enabling high-performance across the Clubís entire rugby department. Gustard and Millard will take up their appointments on July 2nd. Both will report to the Chief Executive.

Not meaning that to be rude, just...... *shrugs* A bit, well, whelmed, really. To be honest though, once the club announced the role split I was never going to be excited by this since I'm not sure how this impacts us a supporters. I'm pleased that the management set-up is sorting itself out, but for me bigger news consists of player signings and who if anyone within the current coaching set-up they'r egoing to replace (please God...).

Yeah, totally agree, which is why I wasn't expecting much from this mysterious announcement. I do wonder what is going to happen to The Untouchables and whether or not Gustard will have a pre-season cull.

I think there is a chance but I would not expect anyone "Big". Might not help us this season but I would be having a look at the U20 World Cup. Georgia as an example have some promising youngsters.

Saw this rumoured a while ago. Can't say I've ever heard of him but sounds like he's qualified and has experience in this sort of role, rather than just coaching / DOR. Hopefully he'll prove a great appointment, so welcome Billy.

Was still hoping for Ryan, but it had gone very quiet, and thinking about it I'm not really sure how it would have worked with him and Gustard. I'm not sure Ryan, with his coaching style, would have been able to step back and let Gustard put his own stamp on the team and do the coaching while Ryan just did the GM stuff.

Anyway, main people now in place, Quins said look out for more announcements this week I think, unless I misread it. Some news on the others coaches would be welcome. Would be great to announce another signing or two, but can't see it. If no-one else comes in then presumably our squad is smaller next season? I still think we're light in second row and at centre.

I think David Ellis said both GM and DOR report directly to him. So if there's some sort of impasse between them, he gets to sort it out.

Appointment is fine for me. Has anyone ever been Ďexcitedí about an appointment for essentially a player recruitment/retention/admin role?? Iíd say his CV does exactly what it say on the tin. Gustard was for more of a key appointment and it feels like we got that right.

Yes, itís been said elsewhere here and my information confirmed the same. Not sure if MM/NE/AJ have all avoided the chop as well - I guess someone has to be around until PG and his people arrive.

Good points T-Bone, it would have been tough for Gustard with another Head Coach type in the other role and could have led to friction and @#$%& (just like on here really).

At least he can just focus on getting the coaching and strategy sorted without looking over his shoulder.

Maybe he wants to assess the squad with his own style of play before he makes any decisions on signings. Let’s be honest, we’ve all felt that this squad can give a lot more than it has done recently.

As for the coaches, they can’t expect to be retained after last season but again, if Gustard wants to run his eye over them first, so be it.

Agree re Georgia - thought their 9 looked impressive for one.

Re GM, looks a sensible appointment. My only negative would be that he appears to have moved around a lot.

The trust and respect between the 2 men is essential for this to work effectively.Without that it will create more problems than it solves.The players now have 2 bosses-not a structure that usually works well.Dont know of any ships with 2 skippers.
Also 2 rugby men reporting 2 a non rugby man.If there is a dispute of rugby matters how is DE qualified to resolve it?
Pray Paul and Billy hit it off big time!

Players donít have two bosses - just Gustard. And you may not know any ships with two skippers but there are rugby clubs with the same management structure.

And what disagreements do you think the CEO is unable to manage?

Do you think theyíre going to have a row about how much a tight head should angle in at the scrum?

Rarely does the person in a company whoís the total expert on its product make it to be the boss. Itís the person thatís best at running things regardless of what the thing is

Honestly - shall we wait until they start before claiming to know how itís going to go wrong?

If you think Geeorgia u20 has players worth signing, I would point out that in their warm up game in Tblisi they they lost to the England Counties U20 side.

So there are better players available closer to home, none of whom have a professional contract. Most of whom would love a full time contract.

No problem with that. Players out there, just need to look. I was just saying that there are some good players at the U20 WC who would probably be available.

I don't think it would. You'd just have twice as many people wandering around gormlessly, being unable to remember a basic order, unable to see who might be next, unable to carry more than one drink at a time and unable to do basic mental arithmetic. I just think the job DOR as we were running it may have been too big for one man, and JK relied on Head Coach to run the coaches too much. When the club realised they were going to go for a track suit type DOR, they probably realised the work of managing all the non coaching stuff and coaching stuff was too big, and so split the role.

The only kind of arguments I can see would be in recruitment of players, where DOR says "I hear X is available and i want him" and GM says "No, too expensive, terms unreasonable" and if they get stuck there, then yes David Ellis could sort them out (and there's nothing stopping him taking his problem to Sean Fitzpatrick and others - but ultimately his decision).

How many years are we talking for this expansion and what were the numbers at the start of the period in question and at the end?

Which jobs specifically have now got two people doing the work that one person could do - as opposed to there being more work therefore requiring more people

And finally - how are we measuring the positive or negative effects of this change?

I hate being wrong so it would be great to fill in the gaps in my knowledge.

Except Glos every other premiership club have a DOR.I cannot see why a suitably experienced DOR couldnít fulfill the role occupied by JK.If PG is ambitious he will want a DOR job in the Not too distant future-it could be at Quins if they decide to restructure-or elsewhere.I remained unconvinced that having a different set you to everyone else is the right answer.We now have a HOR whose coaching to date has been as an asst coach.Our job is a step up

True on the setup bit but unless we have a breakdown of the responsibilities of all the off field staff at the other clubs Iím not sure the comparison would have a whole lot of meaning.

Weíre following the Leinster model, so Iím pretty comfortable with hat wig we replicate anything like their success.

And if PG ends up leaving for another job it will almost certainly be because heís been successful for us, so, again, donít see the problem.

For what its worth I had a conversation with Deano at an open day when we had been promoted and asked him some specific questions about players talking to refs too much and player conditioning etc. His response.."Oh I leave all that stuff to the back room boys.."

Anyone know how Gustard's role will differ to Mapletoft's, aside from PG will pick the team? And also regardless of any specific coaching role PG may take on, such as defence.

Cookie My understanding is Cullen as Head Coach is responsible for all rugby matters.They use Head Coach in the sense we use DOR.
A very good point raised by someone is MMís job is now redundant because of the similarities with PGís job so watch this space
