In some/most? organisations there is a closing date for applications and late applications would not be entertained at all. If a short list had been made then that cannot usually be altered.
Strikes could result over such actions in unionised organisations.
As a recruiter, I would say that in the industries I have recruited for, the closing date is when the canddiate accepts.
