Yes this is perhaps the most pointless invention of the IRB yet. The white card basically allows a referee to cite a player without awarding a penalty against them, if he is not sure they did it.

Since any missed foul play would be picked up by the citing officer after the game anyway, with all of his access to TV replays from multiple angles, the scheme is entirely a waste of time.
