Getting back on topic and adding to the comments earlier, the planning app can be found on Newcastle City's planning portal with all supporting statements

The two training pitches and facilities are 100% funded by RFU on condition of being completed by start of next season, I suspect the changes to the North Terrace will take a little longer. The extension of the North Terrace of 1530 new seats looks to incorporate the existing structure. I wonder if this prompts a swap of ends of the supporters.

Looks absolutely fantastic, will take the facilities at the ground to a whole new level and be one of the best purpose-built rugby stadia in the country.
