Maybe in an ideal world the premiership could accept "expansion" teams when they meet the criteria, going up to 13, 14, 16...whatever.
Teams could come up without another club having to make way.
Fitting in extra fixtures, on the other hand, would be a problem, as would spreading the talent pool too thinly.
The first isn't insurmountable. The AFL in Australia has expanded from 12 to 18 teams over the last 25 years, yet retained a traditional 22 game "regular season", with fixtures arranged to try and maximise attendance.
The second issue might be more of a problem.
