How about the same applied to both of the top two flights.
So no promotion or relegation from the Championship for three years but the PRL rules have to apply to all teams in the Championship and the Premiership. Premier teams that don't fulfil the standards will drop down to the Championship if there is a team that scores higher in the criteria than they do, and a Championship side that makes no effort in three years is displaced by any team from the lower leagues that can prove they have better facilities/ playing programmes than a team in the Championship.
So how would this work in practise? Well say its implemented next season then in three years any premiership club which has facilties not meeting the premiership standards will automatically drop down a level if a Championship team beats them on a like for like criteria. Like wise any club from the Championship can get relegated if they fail to make any changes to their set up if there is a team that also beat them on a like for like criteria where priority is given to ground ownership followed by primacy of tenure and finally in a dead heat ammount of time spent in the top flight.
