A couple of factors that may have played into the decision:

1. SA Rugby needs a boost to ensure it doesn't slip back. Since the '95 RWC, the club game hasn't been a great success in Super Rugby (and now they've effectively had to farm two teams out to Europe for competition as they're not financially stable enough in Super Rugby to support them there

2. France had it as recently as '07. While they have the infrastructure, it would be a bit soon to take the tournament back there, especially if they want to keep some expansion of the game in a global market.

3. Ireland, whilst it has a thriving scene and is easy for a lot of the teams & supporters to get to, had some questions in infrastructure (could they support the number of fans expected in accommodation? What about Public Transport between host cities?). Also (and I'm not being political about this) Brexit will have had an effect. This was to have been an "All Ireland" tournament. At the moment, so much is up in the air about the NI/RoI border. No-one knows for certain how easy it will be later on in the tournament when teams & supporters will be moving around for QFs/SFs etc to get across the border, especially for those who are coming from non-EU countries such as Uruguay, Argentina, Georgia, etc. Nothing could be guaranteed and it could descend into a vast quagmire. Sadly, I think that this may have scuppered Ireland's bid.
