Will ELVs make club rugby better, or worse?

Will the introduction of the IRB’s Experimental Law Variations in the new season be good for the game, or will they cause more problems than they solve? Gloucester and the rest of the Premiership will play their games under all 13 of the new laws, while further down the pyramid games will be played under less of the new rules.

The chances are that the ELVs are going to cause a lot of confusion and controversy before they have the desired effect of opening up the game, and those fans who already complain about crooked feeds at scrums and forwards passes will have even more ammunition.

The club game has, of course, become faster and more open since the dawn of professionalism, and whether the new laws help maintain that so-called progress remains to be seen.
But wasn’t rugby a game for all shapes and sizes? It will probably remain so down the ladder, but it appears that at higher levels, the days of big forwards lumbering up and down the pitch at a snail’s pace are over.
Players need to be athletes now, whether they are props or wingers.

However, we particularly like the change which sees quick line-out throws being allowed to go backwards, the rule outlawing passing back into the 22 and kicking to touch on he full and the removal of the restriction on the number of players allowed in a line-out.
But even with an assistant referee (an awful job if ever there was one), refs are going to need even more than the two pairs of eyes they already needs to keep on top of things.

What do you think? Will it make the game better, will it make life more difficult for refs, should the IRB stop messing about with the game just because Southern hemisphere teams are moaning because they no longer have big forwards?
By the way, in case you are wondering, we haven't a clue which levels of rugby will be playing under which ELVs - if anybody knows, can they post a link on the message board?

The ideas are probably right, but I'd hate to be ref. That won't stop me having a go at them, though.

I think there are aspects of the current laws that need sorting out, my favourite bugbear being slowing/killing the ball at a ruck. If the lawmakers came up with a set of laws that were consistently applied in key setpiece areas it would speed the game up and aid the understanding of Union with casual viewers who are important for the key tv contracts but other than that I think the modern game is tremendous viewing and I cant escape the feeling with the ELVs that it is a little too Rugby League for me.

The southern hemisphere appear to want to go down that route ... towards RL. But as you say, consistently applying laws, old or new, is what counts.

ALL levels of senior rugby in England will be using the 13 ELVs.

U19s and below will NOT be allowing the bringing down of the maul, and the "shoulders above hips" restriction is still in place at that level.

Incidentally I was at an ELV information evening last night, and the speaker positioned them thusly: The ELVs are Experimental Law VARIATIONS, i.e. they are not there to replace existing law, but to add to them.

Right ...but by senior do they mean all the way down the pyramid to U-19?
