Gallagher Premiership clubs found guilty of breaking salary cap regulations should be stripped of their titles, according to an independent report, triggered by the Saracens scandal, that recommends a radical overhaul of the system.
Lord Myners, a former government minister, was commissioned by Premiership Rugby (PRL) to conduct a review of the salary-cap system after Saracens had been found guilty of breaching the regulations in four different season
Paul Myners is rather more than a former Government Minister, he is also a leading authority on governance and a highly successful businessman in he City. He has never been known to pull any punches and doesn't here.
Pity the recommendations aren't retroactive, but this would be an extra deterrent anywayy...
