Independent report recommends future salary cheats be stripped of their titles

This is behind a paywall in The Times (Report in the Thunderer), but the gist is in the two paras below:

Gallagher Premiership clubs found guilty of breaking salary cap regulations should be stripped of their titles, according to an independent report, triggered by the Saracens scandal, that recommends a radical overhaul of the system.
Lord Myners, a former government minister, was commissioned by Premiership Rugby (PRL) to conduct a review of the salary-cap system after Saracens had been found guilty of breaching the regulations in four different season

Paul Myners is rather more than a former Government Minister, he is also a leading authority on governance and a highly successful businessman in he City. He has never been known to pull any punches and doesn't here.

Pity the recommendations aren't retroactive, but this would be an extra deterrent anywayy...

Can anyone explain to me why not one single Saracens player has been brought to book for cheating/ bringing game into disrepute etc,, it’s OK dealing with the club (and was long overdue) so on the basis that club were warned from 2015 onwards surely the players involved have to take some responsibility and face up to their actions of taking illegal payments,, just curious

Grantham, each individual player had their own contract which in itself was not in breach of the Salary Cap - so what is there to charge them with?

So a player is only in the wrong if his contract is over £7 million oer year?

In that case they’d be a marquee player, so still fine.

Not once they drop the Marquee Player status/allowance. Full ad-hoc access to all clubs full accounting systems AND all players' financial and bank accounts/investments etc etc would help police the system bt still wouldn't be 100% watertight. How to police the issues relating to "connected persons/organisations" is much more difficult as they are by definition 3rd parties and "could" easily be used to mask "future" payments/benefits etc.
