With the roundball WC on this year, it's possible that ITV and BBC decided that this was one event they could drop to save money to go twards the hours & hours of interminable soccer coverage of the pool stages before England go out on penalties in the Quarter Finals.

I thought ITV already had all the World Rugby comps (RWC, U20s and Women's WC) until 2020
They have the Senior competitions, but I'm not sure if they had the rights for this U20s comp as well.

The streaming on World Rugby TV is pretty good. England beat Italy comfortably and Marcus had an excellent 60 minutes. Ibitoye not so much, and one of the locks picked up a red at the end for a shoulder charge.
It struck me watching it that because it is in South Africa, there's the possibility that the senior team could call up players from the U20s in case of injuries.
