And the above only covers how best to prepare the T2 players who are willing and available for selection for T2 nations.....its doesn't even touch upon those examples where

(1) people opt to play for T1 nations for financial reasons

(2) where they decline to represent any country that would jeopardise their club careers by becoming a a non-qualified player of their club's country

(3) where they had disqualified themselves from representing a T2 nation based on T1 caps in the dim and distant past.

Not much that can be done around point 2, but it shouldn't be beyond the wit of World Rugby to solve point 1 (all T1 and T2 nations have a flat match fee, paid from a central pot which is paid into, in proportion to annual revenue, by all T1 and T2 nations) and point 3 (if 5 years is enough to qualify on residency, 5 years from last cap should be enough to 'unqualify' players)
