If we are being truly mercenary then I’m guessing what we should aim for is promotion this season , in time for ring fencing to be announced for the 2020/21 season. Use the first season back to develop the ground, bring on young players and expect to be in the bottom two. With ring fencing in place, players having the assurance of top tier rugby and the club having a stabilised and guaranteed income stream and budget , we should then look to fund a highly competitive long term squad.
I know views on ring fencing are polarised but we would presumably be the biggest beneficiaries and hopefully more money coming into the league and CVC involvement would benefit in the long run

Right on, Raf.
