Because no one got injured.
There were lots of very similar incidents in the game, and all other games over the weekend.
Refs have been instructed to make judgements partly based on outcome, and in Reffell's case there was a significant injury.
It will be interesting to see if if this changes during the season.
Thanks for the pictures Steve. The ridiculous thing is that his knee touching the ground or not was entirely irrelevant to the injury. All of the contact that did the damage was perfectly legal.
